The Broadband Policy Analyst will conduct entry level technical, policy, and economic analysis to support local communities, public entities and internet service providers to engage with broadband internet access programs.

Under the direction of the Program & Project Supervisor, the broadband Policy Analyst (PURA I/II) will work with policy and technical team members to engage with local governments, joint power authorities and other entities to provide internet services in unserved and underserved areas in California. The Analyst will conduct technical, policy, economic and other analyses in support of outreach efforts, through in-person and virtual meetings, including working with entities to progress their broadband projects.

These positions require travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

Special Requirements

• The position(s) require(s) a valid California Drivers License (CDL). You must answer the questions addressing your CDL on your application. Ensure you provide your CDL number, class, expiration date, and any endorsements and/or restrictions.

The SOQ should provide specific details and examples that clearly demonstrate how your training, experience, and education qualifies you for the position. 1. Describe your experience conducting entry-level (for PURA I) or increasingly complex (for PURA II) policy analysis and formulating policy for a government program or project.
2. Describe your experience conducting research and presenting to the general public, other agencies and/or elected officials.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of Federal and State legislation and policies related to Broadband Internet Access Services
• Experience working in the fields of telecommunications or broadband.
• Knowledge and experience of data analysis techniques or spatial analysis and/or visualization software.

This position may be filled at either the Public Utilities Regulatory Analyst I or II level for recruitment purposes. Duties will be adjusted commensurate with the level at which the position is filled.
