The EEO Analyst conducts independent, comprehensive, and timely investigations of discrimination, harassment, and retaliation complaints in accordance with federal, state, and local laws. This includes performing jurisdictional analysis to determine if complaints meet prima facie standards, conducting investigative interviews with all parties, gathering relevant documentation, and drafting confidential investigative reports with detailed analysis to determine if DCA EEO Policy violations occurred. The analyst also prepares responses to charges from the Civil Rights Department (CRD), Equal Employment Opportunity Commission (EEOC), and State Personnel Board (SPB), while providing technical assistance to management and employees on potential discrimination issues.

The analyst helps administer the Upward Mobility Program by providing technical assistance to staff, facilitating annual marketing campaigns to encourage participation from employees in low-paying classifications, tracking UMP participation and hires, and preparing reports for the annual Workforce Analysis. As the EEO Disability Advisory Committee Coordinator, the analyst coordinates DAC initiatives including proposals, projects, and marketing campaigns, advises the DAC on proposed actions and resource availability, and prepares annual reports to the Director regarding DAC activities.

Additional responsibilities include serving as the Department's ADA Coordinator, processing ADA requests for alternative formats and interpreting services, facilitating American Sign Language (ASL) and Closed Captioning (CC) requests, monitoring the EEO Office phone line, responding to inquiries, and maintaining EEO Office contracts.

Working Conditions

The incumbent works 40 hours per week in an office setting with artificial light and temperature control. Daily access to and use of a personal computer and telephone is essential. Sitting and standing requirements are consistent with office work. This position is eligible for Telework.

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. The salary range(s) included on this job posting do not reflect the reduction in pay.

Special Requirements

Conflict of Interest:  This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations.  The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

All civil service positions have salary ranges with minimum and maximum pay rates. Typically, employees who are new to civil service are appointed at the minimum rate of the salary range for the position. Special provisions for appointments above the minimum exist to meet special recruitment needs and to accommodate employees who transfer into a position from another civil service position and are already receiving salaries above the minimum.
